I was just thinking about that 2002 war-deaths map and thinking that Burundi just can’t win, map-wise. But I notice that the Burundi bulged out to account for its highly disproportional number of war-related deaths in 2002 looks a lot like Sierra Leone. Which is to say that either the USAID web designer confused Burundi with Sierra Leone, and that nobody has ever bother to look at that webpage until now … or that the the USAID Burundi mission sees Burundi as a country once and forever at war. Equally plausible.
